Having learned computer science with PASCAL, I completely understand the reasons why enums would be valuable in the ways described.

However, I have yet to run across a situation where I could not do my job without having them.

My point being, sure, they are available but *WE* are the pre-compiler processor because *WE* assign values to the enumerated values, and design them such that they are properly ordered so we can enumerate through them in for loops.  From a strictly academic sense, they are not available.  From a real-world I have a problem to solve, they are available, but it is upon us to exercise a little diligence in our designs to make it work.

Would it be easier if Siemens implemented them in TIA Portal / S7-1200/1500?  Sure it would.  Then people who write PC programs can suddenly feel more comfortable writing logic for electrical equipment doing all manner of things.

What problem are you trying to solve where ENUM as a system data type would make it easier?

 Sure, one can do without ENUM. But using it makes coding and debugging much easier.

Only available within software units. That translates also to only S7-1500 based controllers. Page 19 of the document you mention is attached.
