If the answer was: for version before tia v1x we can't but since v19 it will be possible... Then ok. But this is not the case. How can customer manage all these versions???

 Usually the customers update the programs to one TIA version so they only need 1 version on their technical peoples laptops.

It's tricky, that's it. 

The customer should have the offline project but this is not the case... we should let the customers talk, they will tell us how offline project they have. 

And we don't have to imagine that the customer should have the offline project, we should be better than competitors in this case.

The customer(s) quite a few of them, usually, for whatever reason they don't have the offline project. Their maintenance people come and go and there's no back-ups or they never did get the offline project.

It's been going on for a while. There's no excuse for latest versions not being able to upload older versions. I can understand a cut-off point (say from v15 onwards) upload will be possible with the latest version and anything prior to v15 won't be possible.

But when v20 rolls out this should be implemented.
