Problem = I have no outputs from entire rack of output modules after changing hardware and addresses.  Multiple racks and addresses were changed, my only problem is with OB38 SCL where peripheral outputs are written.

Notes

1. S7400 CPU

2. OB38 SCL used to contain outputs that are written out as PQB8 to QB8 for example.

3. A remote IO rack was updated to a newer model and addresses were changed in the output module, changed in the symbol table, and OB38 SCL PQB to QB write out was updated to the new addresses.  I changed this address from –>QB8 to PQB118–>QB118 for example.  Output module is addressed to use 118 for output address.  OB38 was compiled and downloaded

4. All hardware config has been downloaded and is operational and online, not faulted, present, etc.  the output modules use OB1 for output image, same as the old IO.

5. OB38 has been monitored and logic is showing true in OB38 but no outputs turn on.  What am I missing?  I have not compiled the entire station and downloaded.  The only changes were hardware configuration + download, updated symbol table prior to OB38 compiling, edited OB38 + compiled and downloaded.  All other racks with IO address changes NOT in OB38 work fine.  Only OB38 SCL PQB outputs are the problem.  Inside OB38, the outputs use symbolic addressing for logic and at the end are written out using the PQB to QB command.  What am I missing?

6. I am not 100% proficient in step 7, but have never had such issues.  I also have never had to work in OB38 with cyclic SCL peripheral outputs either.  I feel I am missing a simple step and beating my head into the wall.
