- environment variables ORACLE_HOME, LD_LIBRARY_PATH, TNS_ADMIN, PATH=${ORACLE_HOME}:${PATH} were set,

Please advise what could be the root cause of the issue and how I can fix it.

It seems that the oracle libraries cannot be loaded, causing the OCCIWrapper failing to load.

Perhaps setting the environment variables for the oracle libraries with ldconfig resolves it.

PS: The config entry 'useValueArchive = 1' might not work.

The issue was finally resolved by re-installing the WinCC_OA_3.16-rdb-oracle-libs12-rhel-0-19.x86_64.rpm
