In FB1 (Main_Safety_RG1) it seem possible (no compile error) to have an OR function of a Safety_DB_bit and a Normal_DB_bit to energize a  Safety_DB_bit coil ; 

It is up to the programmer consider that this Safety_DB_bit coil is not safe or what?

yes, you can use non-failsafe parameters inside the failsafe program. The programer is responsible for a plausibility check. See "Data Transfer from Standard User Program to Safety Program".
