Use snap7 module to read the state of your input. Include time stamp from the module datetime to get the date. Append the data to file like csv file with your change. And use any application to read csv file from your local dator. In other words. 1. snap7 module get the state from LOGO PLC 2. rest could be done in Python. If you LOGO is not connected to PC you could use Log block to write data to SD Card.

We need to show the digital input state change and time of change in the web browser but must be held on the LOGO itself in case of loss of comms

And even if that were the case, if the communication between the S7 and Simatic Panel was interrupted, then you wouldn't have a time stamp in the HMI. Unfortunately, the developers of LOGO continue to prevent access to its own real time clock. That's why you can't send your own timestamp to the web browser. You would have to program your own time stamp. For example, always start your own timer from midnight, which you can then use to create a time stamp. Without this, all you have left is the LOGO on-board resources: - The data log. - Or (and) create message texts that require acknowledgment and show the date and time of activation.
