In My case it is TP700 previously it was in TIA v15.1 and i upgraded it to TIA v16, after downloading HMI it is showing the error "The configuration file "Flash\Simatic\pdata.fwc Could not be loaded. application is terminated.

And if it is same type of panel you trying now to download the project on it or not?

And also which this software developed by which WinCC TIA version?

And what's the version of the panel?

i have a similar problem. I've upgraded from V17 to V18 and the same error occurs.

I tried so far:

checked my HMI Projekt:17.0.0.5

loaded an empty projekt: same error

deleted temporary data as described

reset to factory settings via tia portal

But still if i download the hmi-programm this error pops up.

Please help. 

I forced the same problem and my first search result was this post.
So I add my solution to give other people the chance to fix it.

Problem is a wrong operation system for the runtime you want to start. You can't run a V18 runtime with v17 image installed. In my case it was TIA V17 with17.0.0 OS installed, but run into the same problem. I updated to the latest OS version available. Downloaded Project to the panel and it was ok.

You need to do a OS update with the "Panel images" package.
