In order to use VXM you need at least Basic Software Step 7 and to use the full functionality of VXM (like synchronizing plant types) you need PCS 7 Engineering software which is installed with PCS7.

You will need a license for it 6ES7658-1CX58-2YA5 in order to operate. So if you use CMT/EMT/EPHT, you need a license in order to synchronize the types with instances. VXM is also used to compare differences in the project.
