I am Working on a Project where i have to add 5 extra PID.

The regulating block I have to use is CONT_C.

When i have to download them, do i have to do "Download  and Reset Plc Program" from the online menu, or is a normal download enough, the existing Regulators in the program is also CONT_C

I understand that this configuration is to keep the control values ​​in their current state, or to start from the initially configured values. Which CPU and software version are you using? There is more information about this function in the general TIA Portal manual.

The Plc is a 1513F-1PN and the software Version is TIA V 19.

The main goal is to keep all the values/Setpoint that is in the Plc, instead of them going to init value.
