Reusing an old thread, I ran into this problem. And find a solution that helped me. Maybe it can help someone else too.

I had a job where it was to be updated from TIA16 to 17. But when I was going to make changes in the HMI, the problem we are discussing occurred.

My solution then was to go back to TIA16. And via HW-config update version.

HW-config -> HMI properties -> General -> Change device/version.

Downloaded the HW-config, then the software for the HMI. and repeated this until the HMI image reached version 16. Then I went back to TIA17 and performed this one more time so the image became v17. Perfect thing to do while drinking coffee. And now the problem is gone, the HMI image is updated and everything is as it should be.

Hi, idk if your problem is solved now, i had the same issue and this is what i did:
Specifications: (TIA19, panel version 17.0.0.0, image version 17.0.0.8)
1 - Go to this page at section 1.1: https://support.industry.siemens.com/cs/de/en/view/109825750 
2 - Download the HMI_PIU_Installer_2.0.0.0.exe at the section Tool for installing panel image files for TIA Portal V18 and all subsequent versions and install it (be sure to install/update .NET framework to the latest version) 
2.1 - This method works for panels from version 16.0.0.0 onwards, if u need to work with older panels please go to the same page and refer to your version of TIA and HMI
3 - Once the installation is complete lauch it and log in with your SIE account (should fetch data automatically on his own)
4 - Select the TIA version, the HMI version (the one u set in the hw configuration) and the image file version (u can find it on the hmi loader, example: 16.0.0.1/16.0.0.2/17.0.0.6/17.0.0.7)
5 - Remove all the selected panels (they are all ticked by default), select the one u are using and click install

6 - Once the installation is completed u shoud be able to dowload the project without any issue
