I am currently experiencing an issue in TIA Portal related to access control settings. Specifically, the "Legacy Access Control" option is greyed out, and I am stuck with "Complete protection" mode, which prevents me from making any changes.

I would like to clarify that I am working completely offline — I have disconnected all network and Wi-Fi connections. I have also attempted to create a new PLC project (non-safety type), but the issue persists: the access level settings remain unavailable and greyed out.

Could you please advise what steps I can take to regain access or unlock the protection settings?
