I´m not sure whats the problem in your case...

you can set in TIA Portal the IP, Subnetmask and Router IP (which should be the same as the Gateway IP):

on the Panel you can set also the same settings:

(The gateway address is the same as the router IP in TIA Portal settings)

If you want not do download the IP settings from the TIA Portal project to the MTP then you can desable this and activate this setting:
