High Speed inputs dealing with an encoder with A,B tracks !

Currently, I have a project and I need to connect an encoder with two tracks (A,B) connected to (I3,I4)and in the program it was connected to an "UP/DOWN counter", in order to sense the direction of movement. Theoratically it worked very well, but the maximum frequancy that I can get was 80Hz, but I know that the maximum frequancy that I can get is 5KHz. What could be the problem?
