Presently, I  have the same problem. I use Starter version V4.4.0.3 (also I installed V4.4.1 SP1 but it went worse, so I uninstalled it). See also: https://support.industry.siemens.com/tf/ww/en/posts/starter-software-does-not-work/157576/?page=0&pageSize=10

I use Windows 7.

Has anybody any ideas. Does any solution exist for this issue?

ChristophD suggests that there is a problem with STEP version.
