Where can I get latest starter?

I happen to update my computer and my VM, if starter is to be updated, could someone tell me when it will back to online. I have the starter 4.5sp1 install packages, I just want to confirm the 4.5 sp1 is OK and of no big bugs. Thanks Best regards C.Change
