You have given us little information, such as STEP 7 "Classic" or "TIA Portal" and for WinCC "Flexible" "Tia Portal" or "WinCC V7"?

• The optimum solution for CPU in such a case would be a compact CPU /with onboard DP/PN Port and some onboard modules like"CPU 314C-2 PN/DP".If you don't need options mentioned, select a smaller CPU without those.
  
  
• STEP 7 Lite may be a help for basic configuration, but in case of network config or other complex tasks, you need STEP 7 professional.
  
  
  
• I think WINCC 7.2 is not a cheap selection for a humble training kit,you try cheaper local HMI with very limited number of tags

As Ste39 Explain in post you have to Provied more Detail About the Training Setup you want,

Like S7-200/300/400/1200/1500,
Any HMI or WinCC PC System in Setup.
No of I/O's in the System,
any No. of RIO Like ET200S/Pro/SP

As you are asking for the minimum requirements, so let me tell you that you will need only Step 7 and PLC Sim only as a simulation tool. This will help you for the starting and you will find it enough and sufficient.

To have hardware Training kit you have two choices :

1) To buy one fromSiemens

2) To make it your self (This will be so hard to be a start)

But it is too much costly then what we manufacture.

I wanted only to give friends here some ideas as per pictures of their kits. If some of them are lazy, they will but these kits.
