I got the WinCC Runtime Advanced V14 from one of my ex colleague.

All good now, I am running the trail version and in the process of getting the license as well.

You can download TRIAL version. It will work for 21 days.

When you want to use it longer, you will have to buy a licence. (license for WinCC Advanced v17 will work)
