I've got 10 motors and would like to prioritise them according to their availability and their hours running. Examples below:

• if all 10 motors are healthy (available), set the motor with the least running hours as priority 1.
  
  
• If 8 motors are healthy, we need to find the one with the least running hours from these 8 motors but the problem is that there are lots of possible combinations (45 conditions), such as:
  - Available: 1, 2, 3, 4, 5, 6, 7, 8
  - Available: 1, 2, 3, 4, 5, 6, 7, 9
  - Available: 1, 2, 3, 4, 5, 6, 8, 9
  - Available: 1, 2, 3, 4, 5, 7, 8, 9
  - Available: 1, 2, 3, 4, 6, 7, 8, 9
  - Available: 1, 2, 3, 5, 6, 7, 8, 9
  - Available: 1, 2, 4, 5, 6, 7, 8, 9
  - Available: 1, 3, 4, 5, 6, 7, 8, 9
  - Available: 2, 3, 4, 5, 6, 7, 8, 9
  
  - Available: 1, 2, 3, 4, 5, 6, 7, 10

Is there a proper programming way of doing this?

I've tried using the simplest way by checking all the possible scenarios of healthy motors, then checking MIN hours running of the healthy motors, but this creates a huge code.
