I have some v18 upgrades, and some v14 licenses that i thought i could use for that upgrade.

What does this mean? Do you have V18 upgrade licenses? Then you should be able to upgrade your existing V14 licenses if the product types match.

Someone recently told me (not sure if 100% accurate, but your reply tends to validate it):

V18 license upgrade is valid for a V17 -> V18 upgrade. 
V17 license upgrade is valid for a V16 -> V17 upgrade.
...
V14 license upgrade is valid for a V13 -> V14 upgrade.

Does anyone know if it's possible to validate exactly what an older v14 license actaully covers??

Basically it depends on the upgrade license which license can be upgraded. For STEP 7 Professional V18, you can upgrade all previous versions of STEP 7 Professional TIA Portal, so you can upgrade from V11... V17.

For STEP 7 Professional / Basic V18 there is a FAQ that describes all possible cases.

However, we should wait for a feedback from Matt_W_35.
