Can i run PLC if Hardware config do not match?

I have full hardware config with IO cards for 1200 with safety but on test rig i have only PLC. When i downloaded hardware config the PLC goes to stop immediately. Is there a way to keep it going by ignoring hardware mismatch? Regards
