you would have to change data type of tag somefault to String or WString to store text in this tag. Additionally, "retain" should be activated for the text structure.

The text in your example is in the comment field in the TIA project. The comments are meant for you and other programmers as clarification or additional notes and are not visible to the end users of the program. They are not processed by the PLC in any way.

What do you want to achieve by making this text "dynamic"? If it is translations of the comment, look into multi-language comments.
