Monitoring button is not active

We have two CPU 314, two HMI Tp1200 and two G120C drives, all of which are networked, and I downloaded one of CPU's programs from the switch. But the monitoring button is not active as shown in the picture why? ------------------------------------------------------------------------------------------ Split from “Error in Lower-Level component”.
