what version of MicroWin do you have??

With MICROWIN v4.0.4 I can open the program without problem.

however visualization of program blocks is password protected.

The project was edited by a newer version. So, you can not open with older version. 

Micro win is an obsolete software package. But you can contact your nearest Siemens representative to support you.
