Failure Siemens S7 400 CPU 412-3H

Good afternoon team

I have two Siemens S7 400 PLCs, the no.0 was as master and when it failed, I found the backup no.1.

To the no.0 I flashing all the led, to make the connection with step7 and make the diagnostic buffer appears as unavailable.

I tried to connect unsuccessfully attached the (image shown), when connecting to PLC 1 indicates that due to a voltage variation took control, I continued to insist on the connection to make the diagnosis of buffer and mark no Diagnostic information (attached image).

Do you recommend:

That I replace the CPU?  or

Reset the flash drive, if so you have the procedure to do so.

What World you recommend me to do?

1.-Replacement the CPU and upgrade the firmware to the same versión as the other one.

2.-Reload the programa again using the same CPU.

Well the two options should provide a solution but it depends on which solution will be available faster versus the acceptable downtime duration for the process machine

1. CPU replacement should take a longer duration but should be available if the product production is continued and it will guarantee Apple for Apple replacement or discontinued spec.

 2. Reloading the program to the CPU should be the faster approach however if the CPU is not Apple for Apple with the faulty CPU therefore a HW ReConfiguration is required for the program before reloading.
