I am commissioning a new project and am trying to load the configuration of an XC-216 that I have in TIA Portal to the network switch.  

1. The SCALANCE manual indicates that I should be able to have the PLC (as the IO controller) push the configuration down to the switch. However when I powered up the switch (from factory defaults) for the 1st time, no configuration is pushed.  If I set the IP address and PROFINET name to match those set in the project, still no configuration is loaded.  

2. Alternatively, I tried to Export the configuration from TIA Portal, thinking I could load this via WBM.  When I save the configuration (Properties-->General-->Management), I just get a .bin file. The manual states I should be able to export a SINEMAConfig (I even set the file password), but I cannot find a way to get this from TIA Portal.

My other option is to manually set everything via WBM but would really prefer to be able to use the configuration I have set up in TIA Portal.

Any tips to help point me in the right direction?
