I have a CPU CPU 315-2 PN/DP (6ES7 315-2EH14-0AB0) and I have to added RFID Reader - Inveo RFID IND LED. Communication which I would like use it Modbus TCP. 

And I have my head question for you : Need I special key which possibility communication between this reader and my cpu? I mean on it which file is attachment. 

I would like use block: MODBUSPN.

for sure what requirements are needed: MB TCP with S7-300/400 HW

You can also try use without licence and it maybe can work but with maybe some SF indication on CPU as not licensed option. Next option what is possible is to create own driver.

Do you mean that I should create a new function for the communication beetwen RFID and S7?

yes, I mean you can use basically OUC blocks to create own messaging system. Very important to say is that without to have very good Modbus knowledge and communication experience is simply not possible to solve this type of task. All depends to what area you can cover with your driver. I had similar situation in my history where I need only exchange data with one device and one register read, nothing else. This is ok but simply imagine you need prepare all important internal Modbus protocol things with your driver what can be hard to do. Just for understanding.
