I have a Siemens Intergrated Cubicle Bus - WL 630S. I have not been able to find a manual that is directly linked to this model. 

I need to close the breaker. It is in racked in and in the open position, spring is discharged. I have tried to charge it manually with the leaver, but the leaver does not travel the full distance. It is like there is an interlock preventing it to be charged.

Does anyone know how to remove the interlock on the charging lever?
