What's the function of coupling compound ? You can't force transmit when pipe is empty or water in pipe is highly aerated. I tried similar with FUS1010 compact, was unsuccessful. You need to have water in it to do so. If aeration is high then you can still try in horizontal line with transducer installation in 270deg or 90 deg position and in verticle line transit time can work upto maximum 30% aeration. I guess FST020 doesn't support doppler technology, else you could have used same C3 sensors for doppler application also. Couplant is very much necessary to make proper contact between pipe surface and transducer face. It will burst beam will be passed through the pipe. So better the contact gives you better signals.
