We are planning to automate the working layer releases at a specific time and on specific day.

Is it possible to do this without human intervention? If yes, could you please guide us?

You can use the standard functionality to release the working layers using the Enterprise Server. 

For more information, take a look into "Enterprise_Server_enUS.pdf" manual, that I'm sending attached.

We do not have comos enterprise server license. 

But I am able to do it via batch file, task scheduler  and Vbscript.

task scheduler - Opens the batch file at specific time weekly

Batch file - open COMOS, specific working layer

VbScript - Release the working layer and close comos.
