When I switch ON my IPC 627B box PC, the startup sequence fails basically immediately. I see the code '88' on the display, indicating it is booting, and then the unknown status of the LEDs:

H1 is ON red, H2 is OFF. What could this mean? 

The box PC won't even go into the BIOS, screen doesn't power ON either...    

I removed the HD and used it separately. It works fine.

Something also worth trying (not related to error 88), remove the CMOS battery and hold down the power button (if this machine doesn't have one, ensure the PSU switch is left on to allow circuits to deplete).

Wait 10 mins, then power back on.

This worked for me on some older Box PC's that would not boot past POST
