There are a series of reporting options which will allow you to view the historical data:

Report Designer - part of the core WinCC package, see manual for more information
DataMonitor - web based reporting package with Excel plug-in
IndustrialDataBridge - exports data out to CSV, Excel, database, etc.
Connectivity Pack - drivers to program your own interface onto the data and allows you to use your own front-end reporting client, such as Excel, VB, VC++, ASP, DTS, etc.

NOTE:  Accessing the data directly in the SQL Server database without the use of one of the above is a violation of the licence agreement.  It is neither allowed nor supported to access the data directly and often this is impossible anyway as it may be encrypted.

Why you should manipulate some data logged by WinCC. Hopefully you mean that you would make some report and manipulation data. It would be an ugly way to fool log data. In that way you should ask yourself who you are fooling. Yourself or the inspector of the data.

If you only want to make some own design report, you can use the report designer in WinCC. With that tool you can make nice trending from the log data. For example with the data from a user specified date.
