Well then you should be able to use one of the Windows API calls to bring the control panel applet into the foreground. Of the top of my head you can use SetForegroundWindow

or SetWindowPos.

Here is an example of the latter:

This example uses Notepad but you can easily adapt it for your use. The only issue is getting the handle for the applet. You can try the name that appears in Task Manager but if that doesn't work then you will need to use something like Spy+ (part of the Visual Studio installation) to get the handle.
