Contact your local Siemens distributor and purchase the TIA Portal V17 license, or use the Siemens Industry Mall to purchase and download the key directly from the mall.

I am not certain if all regions support downloading keys as a purchasing option, but if so, there are 2 ways to purchase keys: 1) usb thumb drive, 2) online download

If you are asking if someone will give you a key for free, or where to download illegal keys, please stop asking.
