I have the same problem in mine now. I created the datablock and still can't add a new element to it.

A plain global datablock would allow you to modify the structure within the DB, as you are attempting. But the DB you have is derived from structure. Have a look at the properties of the DB. See which structure the DB is based on. Then change that structure.

I am thinking that the DB you have is built from a UDT. You will need to modify the UDT.

"Insert row" and "Add row" are always greyed out when row 1 "Static" is selected (as is the case in your screendump).

Select any other other row and you should be in business (unless as qwazee said it is part of a UDT)

Valid observation.

It is a DB based on a UDT. Observe the grey colour of the text under the comment column. The fact that the "Static" header is listed in column 1 tells us it is not an FB instance.

We can also see that the DB has a non-optimized data structure though it is an S7-1200 CPU. This warns us that adding elements to the DB may cause problems. There must be a reason why the designer needed non-optimized and addressing capable data structure.

All the read/write permissions are available for outside communication. This is the default setting when creating tags. But it may point to the DB being part of communication data exchange when keeping the non-optimized structure in mind. Again a risk to modify the data structure. But this perceived risk is based on pure guessing.
