Why was the password of the cfc blocks deleted?

The version of softwares are step 7 V5.5, CFC V8.0, F_SYSTEM V6.1, SCL V5.3 in windows 7. Now I want to upgrade the system with windows 10 and step 7 V5.6, CFC V9.0, F_SYSTEM V 6.2 , SCL V5.6. but in upgraded system the fail safe cfc blocks do not have password. What is the problem?why password of cfc blocks have been cleared? I had this experience , the procedure to migrate your safety project to newer version , please check 4.3 Upgrading to S7 F Systems V6.4 the following manual: https://support.industry.siemens.com/cs/ww/en/view/109802562 It is a confusing procedure and you need to follow it step by step by care.
