I was able to open your STARTER file (i had to upgrade my installation to open it)

Are you using Profibus?

I see P700 set to CB on COM link (6) but don't you want the operation controlled by BOP (keypad) (1)? Perhaps this upload came from the drive while you were connected and were manually manipulating the drive via starter?

DI 1 P701 Digital input disabled (0)
DI 2 P702 Digital input disabled (0)
DI 3 P703 Fault acknowledge (9)
DI4 P704 Fixed setpoint (Direct selection) (15)
DI 5 P705 Fixed setpoint (Direct selection) (15)
DI 6 P706 Fixed setpoint (Direct selection) (15)

Here is what this should do:

DI 4, 5, and 6 will control a speed reference signal based on the following

P2201 Fixed PID setpoint 1
P2202 Fixed PID setpoint 2
P2203 Fixed PID setpoint 3

The wording in STARTER's help is a little vague, but i think this is your truth table:

DI4 enables P2201
DI5 enables P2202
DI6 enables P2203

Final result is the sum of the enabled frequencies?

I think that makes sense. What i DON'T see is where is your RUN signal coming from. I need to think about this for a bit. You want control from 2 different places correct?

You'll have to bare with me, i seldom use STARTER, so its a little hard for me to navigate through it.
