When a CP343-1 or CP343-1 Adv. is PN IO Controller it's necessary touse these blocks to read and write in- and outputs. It's pretty eay to configure these blocks. More information can be found in the following link. Page 38 and further. Manual CP343-1EX30

So you can read and write direct to inputs and outputs. But when you use a CP343-1 or CP343-1 adv., you need to use the FC11 and FC12 to communicate. You cann't use the Inputs and outputs direct.
