IEC 60870-5-103 on 7SJ62 Relay.

I face some problems, Can anyone help me. 1. IEC 60870-5-103 on 7SJ62 Relay is balanced or Unbalanced mode? 2. I read IEC 60870-5-103 document of relays, but only see monitoring list. Control lise as cammandopen/close breaker can't find. Best and Regard.

But, I can see information for measurand I ( Type 3) and Measurand II ( Type 9). And can I change Funtion and information parameter IEC103 for these measurand types. Big Thank
