You can do it with LOGO. Safety circuits are a separate topic anyway (safety relays, safety contactors, etc.) What you want is to control the welding machine and display an error message.This is a task that LOGO can handle. You need a timer and an AND logic element as a minimum. Even better is an RS trigger, so that resetting the machine error state is a separate operation (via separate input for example). Example for start. I didn't really understand where and how the sensor works (connects/disconnects circuit?), so I left it out of the schematic for now.
