Configure an os single offline

Each os has two cp1613 and connected to plant bus. The version of pcs7 is 7.1 sp2 installed on windows xp. The hard disk of one of OSs damaged and now we have just one os. In the laboratory I have an spare computer with pcs7 v7.1 sp2 and I retrieved the project of Es. I also replaced hard disk of os with a new one. Now I want to download the os project from ES spare to os offline. I checked all settings and network in both. But when I download the os project from es to os, two errors occurred. 1-the project couldn'tbe opened. 2-the sql server cannot access database. Please check access rights. What's the problem? Is it possible to configure an os offline in a laboratory just with a network same as the actual?

The user is not part of Simatic HMI group. Under the Siemens installed directory you can find a tool to set rights to specific folders: It's called Simatic Rights and configures settings that are needed. Have you executed this Is the installed software the same?
