I am working with a Siemens S7-1500 CPU of type 1511, which only supports the MC_GEAR_IN function. In my application, I want to control the speed and position of two synchronized axes similarly to what is achieved with the MC_GEAR_IN_POS function.

You can find code for basic synchronisation as well as much more complex systems there. This should be enough to get you started.

To synchronize to position you need S7-1500T(flying shear/saw etc.)

with S7-1500 you can synchronize speed only (not to position)

also you need remember minimum position to synchronize is before your machine by at least synchro distance to make sure function start (too late start = fails to synchro and stays in busy state)

Clutch drives cutting blade and when cut is done sequence resets clutch and starts braking

cut inhibit is input for example from NDT to inhibit cut on product with open seam which would damage cutter.

next cut position refers to position on master axis (material encoder)

Both functionalities differ mainly in their behavior when synchronizing on-the-fly (i.e. to a moving leading axis). MC_GEARIN_POS brings axes to commanded offset. While MC_GEARIN brings axes to some undefined offset resulting from dynamic parameters of a following axis and motion of a leading axis.

MC_GEARIN issued during standstill of both axes keeps the offset existing at time of synchronisation.

I'll even risk a statement that in some cases, the MC_GEARIN is enough to achieve synchronizing on-the-fly.

However your rant doesn't explain what you want to achieve actually.
