How to use this feature?

 The Webserver of the S7 (I think it's only the S7-1500) supports JSON-RPC. And JSON-RPC is from what I know not often used in other standard application. Most of them use just a http-get to read JSON oder http-post to post s JSON dataset. But this needs a client application. He wants to connect to a server so the webserver of the s7 does not help here, and you need to program this in the plc program.
