Try to:

Simatic Manager > Options (toolbar) > Customize > Language

and

Simatic Manager > Options (toolbar) > Language for display devices

and

Simatic Manager > Options (toolbar) > Manage Multilingual Text > Change Language

and which problem you mean?

That you can't open the project -> solution is del the language file

Or that you can open the project but no convert to english?
