The WinCC Professional V19 license allows the use of the WinCC Unified Comfort Panel (see manual for details). When installing TIA Portal V19, make sure that WinCC Unified is selected for installation.

DO you have a Runtime license or a Engineering license?

With RT license you cannot use it with unified. Only with the Engineering license you can also program unified devices in TIA Portal.

A Unified Comfort Panel does not need a Runtime license for powertags.
