I had the same issue when upgrading from v17 to v18.

I solved it by doing the following:

I created a new certificate with WincCC Unified Certificate Manager.

Then exported it to my desktop.

Then I imported the certificate inside Simatic Runtime Manager.

Selected the certificate inside Wincc Unified Configuration.

in the German part of the forum, the following solution from the technical support was posted:

• Create a *.txt file and copy the following lines into it:

C:\Windows\System32\inetsrv\appcmd.exe uninstall module
UserManagementServiceLayer

net stop w3svc

net start w3svc

• Save, close
• Rename the file extension from *.txt to *.bat
• Start bat file via right click "run as administrator"

Did u put this on the same line?

C:\Windows\System32\inetsrv\appcmd.exe uninstall module UserManagementServiceLayer

Run the bat from command prompt so u can see if u get any errors

DefaultAppPool has to be running

it worked for me, thank you very much 

I made it work.

The "DefaultAppPoll" in IIS wasn't running (don't know why). After the start everything works fine.
