Can't open runtime project settings

All I get is a buffering "No connection to server". It's similar with Server configurator which also can't connect to server. I suspect that there's some common problem between the two (see attached image). The runtime is a project with licenses and works fine. The browser page however in not secure. I have tried running chrome as admin, running runtime in mozzila, reinstalled PC runtime V19. All software is up-to date. Any help would be greatly appreciated!
