Where can i download a MSCEFile.dll from?

None of these filesystems is working in my vb-script on windows ce 6.0.

set fso = CreateObject("Scripting.FileSystemObject")
or
set fso = CreateObject("FileCtl.FileSystem")

How can i check if one of these objects is exist on my panel PC?​

I recieve error message ActiveX is missing.

The "FileSystemObject" object is used with an RT Advanced. If you are using a screen, you will need to use FileCTL. There is an example that you can consult here.
