I am having the same issue where I am not able to communicate PLC v4.7 with KP300. When I try it with v4.5, it works.
I already tried the two options said above [PG/PC and Anonymous user] both of these did not work for me.

Did you uncheck "Only  allow secure PC/PG and HMI communication" in the hardware config of the PLC?
