I am using CPU 414-3 DP (6ES7 414-3XJ00-0AB0).

I have attached hardware configuration for your reference.

I am getting EXTF continously. And Cards are also showing fault when I go online. But Cards are changing randomly every time and give power cycle to Panel. I am unable to focus on one card fault. Because when I replace one faulty card, other shows faulty and it goes on. 

What might the reason?

CPU main rack is good. Other 2 Racks are creating trouble.

I will share you diagnostic buffer in few minutes. I am getting IO access error or module mismatch messages.

Suddenly, All modules are online but still one card is having red oblique line. But I can force outputs and getting relay on and off.

But, here I am not convinced with the situation. Because it will go to fault soon or later. Shall I consider that ER is failing read status? Because even if I connect new card, it shows faulty to new card sometimes.

Some of the cards are faulty, which I straight away discarded and replaced. But, right now I do not have spare Expansion Rack to replace. 

But for now, I will say that, sometimes 5V is not going to some cards from Rack's backside and that why CPU is unable to detect them, Sometimes.

If I am making wrong interpretation, please correct me. 

And FYI, System is 17 years old now. Customer also does replacement of faulty cards. But yet there is no replacement of Rack because there is no diagnosis for it.

Yes. Customer must have replaced modules during power on condition. 

And yes it is difficult to troubleshoot such random fault diagnosis.
