     Is it possible to change device in hardware configuration in starter or scout from cu250s-2 to cu240e-2 ?

Split from Differences between CU240E-2 DP and CU250S-2 DP.

I would use STARTER and compare against factory  setting and generate a script file.

Then I would download the script to the CU240e-2 project and check the parameter which won´t be written. On the other hand, it´s easy to configure a new project. If you have special logic with free blocks, for example, you can work with Scripts too for that parameters.
